These two problems are related, but they happen in different parts of the world. Overpopulation tends to be a worse problem in poorer countries where people rely more on farming and often have larger families to help with the workload. Ho Chi Minh City is the largest city in Viet Nam. In 1979, there were only 3.4 million and in 10 years later the population of the city was only about 4 million because the economy did not develop much. However, thanks to the Renovation policy starting in 1989, in the next decade there was a dramatic increase in population, and the figure reached over 5 million. With economic growth, the living standard in Ho Chi Minh City is higher than that in other regions, so many people came to this city to look for jobs. As a result, Ho Chi Minh is the biggest city in Viet Nam with a population of over 7 million in 2009, and now about 8 million.
